After creating the IAM user for Bucket follow

Step 1: Search for s3(Scalable storage in the cloud)

Step 2: Click Create Bucket

Step 3: Write the name of the bucket and select the region and click next

Step 4: Ignore this

Step 4: Finally click create bucket

NOTE:  The Region for the specific bucket will appear in the url
